Energy is always the problem, but at level 9 you at least can get thorium Reactor. Till then it's Reactor Town+energy, maybe some bucks resource to pay for the others...

Maybe it's better to limit the city cores at first. I got 8x8 grid in the middle of level 5, so the Town I placed initially in the corner is not there anymore (grid grows to the right and bottom - you'll have 2 more quick charge squares).
Cores can be one square apart, so that the asset between them inhibits both.
