Yes. It looks as though getting to levels 9-10 would cost about as much as adding one's 21st ally and at higher levels you do get more income from population and better income-producing assets, considering that #25 will cost you ~17 million Bucks to reach the 2nd hypothetical ally e-book.
Whereas getting to Level 10 (assuming they don't change that as the goalpost for the 2nd freehold book) will only cost you ~5 million Bucks for the upgrades from 1-10 combined (presumably not counting project component/launch costs).
