The iPhone had an "error" on the signal strength display, where it would show better reception than it should have.

Even after the correction, there is no standard to determine how many bars to show relative to the dBm reported by the modem, so saying that X phone has better reception than Y phone based on bars is misleading. It should be measured on dBm; if the iPhone shows a higher dBm than your Samsung, then it indeed has better reception.
