I presume you are in a folder in Public per instructions. After generating catalog you should have a file "public/<your folder>/_catalog/index*.html and you want to right click that file on the DropBox web interface and get public link. That is the URL you use to access the catalog, and it won't change when you update the catalog. The * may be a series of numbers if you request encryption.
One thing you need to be aware of is that Calibre2Opds is fast, but you have to wait for the files to be in sync with the cloud. Otherwise you make a change, run C2O and look at it in your browser refreshed and you don't see the change, because you are faster than the cloud sync. Wait, or it will drive you crazy!
