Yes, this quad-core should use less power that the single core in your Galaxy S for 2 main reason:

(1) uses 32nm process as opposed to 45nm
(2) cores are dynamically turned on and off as required

For comparison purposes, the Tegra III is more power efficient than the Tegra II, and the same will apply to the Samsung chips.
