Another approach is to just do the list of figures in the text on an early page and set up the links from there. The List of Figures entry itself would be in the TOC. This may require more clicks for the user but less confusion.

On the first one of these, I did as you describe in your 2nd paragraph. It worked, but is tedious for the user. It seems to me that having it right in the TOC would be better. Maybe I'll try my approach and see how gnarly the editing is.
