Are you using h1 for chapters? Be sure they are the same level so the chapters don't end up under the List of Figures. Otherwise your technique is very workable although tedious.
Another approach is to just do the list of figures in the text on an early page and set up the links from there. The List of Figures entry itself would be in the TOC. This may require more clicks for the user but less confusion.
