If Sunrise can't fetch the starting page the entire conversion will fail, since it doesn't have any more links to fetch. Before it can move deeper into the site, it has to extract links from the starting page.

I'm not sure what you mean here. Documents have to be scheduled for them to be synchronised automatically through the HotSync conduit. If you want a document to be updated every time you perform a HotSync, simply set its schedule to "Always".
