What do you mean by "downloaded from net"? Where do you normally buy your ebooks from?

I'm a little puzzled why you think the Kindle Touch is not available in India; according to "amazon.com" it is.

TTS does not require Internet access; it only works in English.

No 6" eInk device is good for PDF.
