You may think that, but the law almost certainly thinks otherwise. Being alert, aware of your surroundings, and in full control of the vehicle is generally a legal (as well as a common-sense) requirement while driving, whether you are movin or stationary. I don't know what your local laws are, but in the UK you can be (and people have been) prosecuted for drinking from a bottle of water while stopped at traffic lights, on the grounds that you are not in control of your vehicle as a result of doing so.
