It used to be thought that Mercury had "captured rotation", so that the same face of the planet always faced the Sun, hence it would make sense to build a city on the terminator (the line between the day and night side) since this would be in a fixed location.
We now know, however, that Mercury does NOT have captured rotation, hence the terminator moves, as on every other planet.
