1. Named after the wife of Charles Todd who was a Superintendent of Telegraphs and Government Astronomer in the country that this town is in.
2. Named after a Scottish engineer born in 1757 famous for his work with bridges and canals.
3. Named after the 7th Governer of Texas (from 1859-61).
4. Named after the title of the man who was the British First Lord of the Admiralty from 1834-1835 and who commissioned the person who named the city.
5. Named after a Marxist-Leninist revolutionary leader who was President of his country for 24 years.
6. Named after a British Whig politician who lived between 1708 and 1778.
7. Named after a British Army officer who lived 1777 to 1849. He died in Montreal, but the city named after him is not on that continent.
8. This capital city is named after the fifth president of the United States.
9. Named after the first person to circumnavigate Australia.
10. Capital city named after a French nobleman born near the end of the 15th Century who became the Grand Master of the Knights Hospitaller.
It is entirely possible that there is more than one correct answer for some of these, so, whilst I have specific ones in mind, I'll accept any that I can verify.
Good luck!

Only 2, 3, 5 and 8 correctly answered so far. I'll give a few more clues to the others later after those people in different time zones have had a chance to see the question.
