Indeed, I think I am confusing them. The reason is that I am not really interested in Calibre tags -- I only use them when managing my library because they get converted to collections on my PRS-T1.

Still, what I do not understand is why, in the Device view, my ebooks have both Tags and Collections set (to the same values; as can be verified in the ebook summary pane on the right-hand side of Calibre window). This would indicate Tags are set properly for the ebooks on the device, wouldn't it?

Thanks for this suggestion but in this particular case I did something different -- since the ebooks I was intending to add to the device were to be tagged exactly the same way (=classified in the same collection) as one of the books I already had on the device, I just added them to an empty library, copied the collections value from the Device view for this particular book and pasted it as Tags for the new ebooks. Then synced the library to the device. This did the trick, at least the part I really needed before I can access my real library.
