You're probably closer than you think.
That is *exactly* what the BPHs would prefer to do; give you a coupon book with a bunch of $1 (or less) discounts (heh!) towards the purchase of one ebook per coupon from that specific publisher.
The entire book would expire in 3-12 months and you wouldn't be able to stack them or gift them.

What they should be *forced* to do is give you a credit good for anything at the ebookstore that ripped you off so you can use the money to get ebooks from indie publishers.
