You do understand that noone actually completed a port yet? What you're reading there is an abstract explanation of the steps that are to be done for porting Android. It's not an explicit guide to porting Android to the Touch. No doubt: It is hard. You should be able to read and modify Linux kernel code, for a start (there are more aspects to it, though).

For now, there is no easier way. It's a job waiting for one (or favourably more) programmers to tackle it. But noone did yet (or they managed to stay quiet about it what I would find hard to believe...) :-)
