Not sure what "realize such a plugin" means - do you mean how difficult is it to get the Find Duplicates plugin installed?
If so then not difficult at all - just Preferences -> Plugins -> Get new plugin and choose it from the list, install and restart calibre. There is a dedicated thread for it in the Plugins subforum.
