The xhtml files in epubs should be UTF-8 encoded. If you are sure they are correctly UTF-8 encoded, you may also want to switching fonts, or embedding your own. IIRC only 4 of the 6 fonts currently include the Cyrllic glyphs on the NC/NT, and I forget what the situation is on the NST.
