I use a page count as my goal because that way it doesn't matter if I have a long novel or a short story. I use the paperback (if available) page count to keep the approximate page size consistent and use ~19 locations/page (from last years data) to estimate a page count if there isn't a paperback available.

I found last year that if I tried to use a book goal I would skip the longer books rather than miss my goal and I didn't want to do that again. I know it is not about volume, but having a goal (that is attainable) seems to help keep me on track; if I had a goal I knew I couldn't hit I would get frustrated and would likely not read as much.
