Plainly put: yes. Anybody is at liberty to ignore any given law at any given time. That's what the punishment portion of the law is for. Some laws are obeyed because they make sense, some because the fear of the punishment is greater, some because it just never occurred to anyone to break them (although I believe that would be similar to the "because they make sense" one). Some people may obey all laws/rules 100% of the time with absolutely no exceptions because that's just what good boys and girls are supposed to do. Good on those people. Quite exemplary on their part, I must say. But I certainly haven't run into an abundance of those kind of people in my life. Nor would I like to.

Repeatedly asking "what right have you?" when no one is claiming any "right" seems a bit tiresome to me. Nobody is saying they want a trophy for breaking laws/rules—or that they have some sort of inalienable right to do so. Even though I think it could be argued that in fact, they do.
