Off the top of my head:
--Maintain a blog or web site
--Volunteer as a guest blogger or an interview subject at established sites
--Find a writer's forum that helps you improve your craft; learn as much as you can and watch for opportunities
--Send out press releases when you win an award or have noteworthy news
--Publish articles or short fiction in established venues
--Submit to review sites
None of which is a substitute for working hard and writing the best stories you possibly can. In the end, word-of-mouth is still the best advertising. The other stuff's only important because you need a certain critical mass of readers before word-of-mouth can really do its thing.
