They balance the risks involved in being able to fly safely with the desires of the passengers, who are the reasons they are flying at all. Just like in almost any public endeavor that involves some inherent risk. The balance they found here, between utter prohibition, and "have a ham radio festival aboard" is "turn it off during these two high-risk periods."

Same reason each passenger doesn't have an ejector seat with a 5 point harness.

I don't understand why THAT is hard to see.
