I read that as meaning "the same experience as an eBook that you'd get from the paper book". Don't you think it would be more problematic to have eBooks which were different from the paper books?

I agree with you that if would be nice if the UK books had the illustrations, but they don't, and never have had. I didn't know until I read this thread that the US versions had illustrations .
