That's the impression that I get as well. Cherryh's Bain books are available (Paladin), and a few others are, but most aren't. I really, really want the Morgaine books as ebooks. Jennifer Roberson has the same issue. She really wants to release he Sword-Dancer books as ebooks, but Penguin (distributor for DAW) is dragging their feet. Apparently, the good news is that DAW plans to release their entire backlist as ebooks. The bad news is that they are doing it very slowly.
