A Lady of High Regard by Tracie Peterson is 1st in her Ladies of Liberty series of historical romances which look like they're set approximately Victorian-era in Philadelphia and possibly a romantic suspense as well, free courtesy of Christian publisher Baker's Bethany House imprint.

Currently free @ B&N and Christian Book (available worldwide). Does not seem to exist in the Kindle store, although it may just be geo-restricted there so that I can't see it without switching to another browser set to the US. It's old enough that it would probably be a Topaz anyway.
