You are not allowed to "request" books that are under copyright, unless you're talking about courteously asking someone to assemble a public domain book for you. As well, these are skills you can learn yourself.

You can certainly inquire whether or not a title is available for sale as an ebook from legitimate sources such as Amazon, Sony, Smashwords, etc.
