The chart goes from 500 million to 3 billion (in increments of five hundred thousands).
Ahh I must be getting the wrong chart from the link. The one I see says units sold (millions) with 500 at the top.

It does seem to be quite a mishmash of charts and I am confused by the others more than the first. Oh well.
