I have read many romances with no sex in them. All Inspirational romances don't have that in them. YA Romances definitely don't have that in them and there are alot of romance authors out there that write clean romances or the sex happens as you said
off the page. The older regencies are one to come to mind not just Heyer. If you google
clean romances you will find more titles that aren't so ancient. Lyn Kurland is another that comes to mind.
All Nascar Harlequins don't have sex in them. NASCAR won't allow it or Drinking or Crashing.
