My Calibre program and Library are on a seperate partition on my hard drive so I could wipe that partition and do a clean install if that will help. I would like to avoid wiping the entire hard drive if possible.

Version 8.39 is what is currently running. It is functioning fine.

Have you rebooted?
Calibre is finding a tell tale of the installation process is still running.

To install, Calibre (and the Content server) must be stopped
