I live in Chicago and paid $1.51, $1.68 & $1.68 for the ebooks. There was no sales tax.

I noticed yesterday that the price of the complete trilogy was around $27, but after I logged in, the price was closer to $34 so I just bought the books individually. I didn't think anything of it at the time.

I just registered with a new e-mail address and tried to buy The Hunger Games. The price was $5.51 or $0.83 with the coupon. Same computer as the one I used yesterday. I even entered the City/State so the location would be the same. Kobo is charging me 2 different prices for the exact same ebook.
