Sigil accepts html documents as input, including CSS and images. Maybe there's some problem with your document or a bug in the version of Sigil you are using that prevents certain documents from being correctly imported. Sigil is still beta (did you notice that version numbers start with 0?) and is also free and open source, so if you are using it you can contribute by reporting errors or correcting them yourself. You can also use some commercial software for the task, if you find one that suits you.

Google only hosts the code, Sigil is not a Google product. And what marketing practices are you talking about?
Again, if you don't want to waste your valuable time and resources, go for a commercial product.
