This is really pretty simple but I'm not at all sure how much detail is needed. You will, of course, need to have appropriate formats of the books already in Calibre. For iBooks, this would be ePub.
1) You need to enable the Calibre web server. This is done in the Calibre preferences panel under Sharing/Sharing over the net. The defaults should be OK. Then press "Start Server".
2) Using your PC, check to see if it's working by going to the URL "http://localhost:8080". If you used a different port than 8080. substitute it. Log in and you'll see the very nice interface Calibre provides.
3) Now you need to use Safari on your iPad/iPhone to get to this address. You will need to substitute either the name of your PC or the IP address of your PC for the "Localhost" portion of the URL. If you're on the same Wifi, the same pages you saw on your PC should now be seen on your iPad. You may need to look up the IP address of your PC. On a PC, type IPCONFIG at a command prompt.
4) After you find the book you want, choose "Get" and a dialog should pop up asking if you want to Open In... or, if you have iBooks installed, that choice should be there as well. Choose either iBooks or the reader application you prefer and the book should download and be available to read.
All of this can be expanded to allow access to your books from anywhere by opening up the appropriate ports on your firewall and router, getting a dynamic DNS address etc. Then you could access your calibre library from anywhere in the world. This gets a little more involved than the question being asked.
