I'm afraid I've never seen Footrot Flats, so that's not the Dog I was thinking of.
1. Dog -- (everyone remembers the pig)
2. Dog -- Columbo -- breed? (same breed as another already given)
4. Backup -- (the dog's name matched his purpose and his owner was pretty and blonde)
14. Bandit -- Little House on the Prairie -- breed? (not Lassie but close)
15. Spray -- (this was a hard one, only appearing in a few episodes of the "aquatic Lassie")
