I think its par for the course that most online publishers will get requests for editing as well as other services. It's up to the publisher whether they want to add this as a service or not. And of course they should charge. Editing a 90,000 word book is not something that can be done for free. At least not with any realistic expectations of quality in the final outcome.

I think the question is more about how much writers would be willing to pay for editing services.
