Yep. And because some US markets won't carry erotic art of people under 21 regardless of how legal it is; the idea that 17-year-olds (or even 19-year-olds) can enjoy sex bothers them.
Australia also has strict no-minors-having-sex rules for art & text, regardless of whether the minors are fictional constructs.
