Not necessarily (at least for the iPad 2). I know plenty of folks who only have one iPad 2 right now and have been considering buying a second and even third one. I reckon a lot of iPad 2's will get passed on to other family members.
Granted, if you still only have an original iPad, the price on refurbished iPad 2's ($349 for Wi-Fi 16GB) will severely lower the resale value.
