I made this change on your sample file using Sigil, converted in Calibre with standard settings, and tested the MOBI in Kindle previewer. Works great.

I had this same annoying issue when I was making a custom ToC last year. Gotta love MOBI--the black hole to my time and energy.

Have you tried clicking the link to go back? That's a bug in Mobipocket and there's no way to fix it.
