The TOC Editor has changed to allow preservation of existing (Non Sigil compatible/custom crafted) TOC.
If the TOC window is not showing: Alt-F3 or use the View Menu
Clicking on an Item in the TOC editor takes you to the section and anchor point.
IF you have not broken it after the TOC was created.
To Generate a New Sigil rule TOC (use H# tags and text), click the button at the bottom of the TOC window. The only thing you can change is Appear or Hide status. Editing is ONLY done in the original tag location and then regenerate using the button.
If you want (or need to work on) a roll your own, open the NCX file in the book browser. You will be warned that you are
now on your own
