Today's target is smokers.

What is it about smokers that makes it almost automatic to drop their used butts all over the place?

We have a small house for rent, and several of the previous tenants have been smokers. At our request, they have not smoked in the house, but NOTHING seems to keep them from leaving butts all over the outdoors - driveways, off the side of the deck, in the grass anywhere a chair might have been sitting. I acknowledge the efforts taken to keep smoke from inside the house, but WHY CAN'T THEY CLEAN UP THEIR ASHES? Even if they were in some kind of can or ashtray, at least that can be dumped in the garbage, but now we either have to live with the stupid stuff, or individually pick up the scattered pieces of garbage.

Yesterday, I was in the parking lot of a major electronics store. Same thing, cigarette butts all over the parking lot. If cities are making a big fuss about plastic bags blowing all over the place, can we do something similar about stray butts?
