I think perhaps they mean it in a "culturally Jewish" sense in terms of social heritage, like having a Catholic family background with the shared community experiences without being personally* faithful.
* Anecdotally, I've seen avowed atheist/agnostic people who had a Catholic parent and a Jewish parent refer to themselves as "cashews" over at the ONTD Political discussion blog.
