I couldn't tell from reading the wiki. If it's XML based it could be reflowable... but doesn't have to be. And I saw no mention of 508 accessibility, which also suggests no reflowing is possible.

Once I realized we were talking about another ebook format (and DRM system), this agreement lost its allure.
