Fullfillment is delivery.
Authentication is verifying DRM so the reader app can open the book.
So Pottermore can sell the books and pay Amazon to deliver the appropriate files (Mobi7, KF8, or whatever) and manage the DRM authentication.
For library books, Overdrive sells the licenses to the customer (the library) and sub-contracts the delivery and authentication to Amazon. Same thing.
(Whether Amazon gets any money from Overdrive or not is unknown but it is worth it to Amazon either way.)
