We had the same problem where I live - usually a very low murder rate (less than 1 per 100,000) but over many years we have had 3 lots of "serial killings" which were highly publicised. Other places can have drive-by shootings, gang killings and whatever, but they always remember the bizarre ones (think of Jack the Ripper - still talked about). If you lived in Columbia no-one would have even bothered to write about your crime wave, but in a normally peaceful place it stands out like an elephant suddenly appearing in a shopping mall!
