Perhaps Paypal should thoroughly vet potential customers before they accept their business? Wouldn't that make more sense? But of course if they did it that way, then they wouldn't have the necessary leverage to impose their (or their masters' ) will on businesses that have already committed to a certain merchant model.
But it is harder for to engage in extortion that way...
