We have seen that very thing happen more then once in history ( at least I have in history class). US war for independence is one example that comes to mind. A small disorganized army beat an empire. Iraq had the US and allied forces out numbered something like 12-1 in the conflict under the first Pres. Bush. The conquistadors faced greater numbers of natives in the "new world" and so on.
Numbers do not win wars, at least not alone. But we drift of topic here...
For his book its perfectly reasonable that the breeders could launch a guerrilla warfare style tactics on the immortals and cause lots of harm and good reading.
