Faking your address to get around geo-restriction is not fraud.

The publisher restricts the seller from selling outside of their geo area. If the seller is unwilling to spend the money to enforce these restrictions, it is between the seller and the publisher.

As all transactions on the internet take place using electronic payments, the sellers can ensure that they only sell to payers in the right geo areas.
