I don't get this often, but the Fire seems to work best when it is connected via WiFi. If you are off the grid, remembering the last page can be hit and miss. What I found myself doing when on travel was make a mental note of the last location number and checking that the % was updated on the home page when I exited. If not, I immediately re-opened the ebook and manually entered my remembered location. Usually this "stuck" when I exited a 2nd time.
I have not found that this location is forgotten once it has registered. So far as I know, the Fire still saves the local last read location in the .mbp file associated with each ebook - so if should be safe when you return to it. I'm not sure what it does if there is a mismatch between what Amazon's servers say and what is in the .mbp file though.
