More downloads equals more purchases.
The book can be only be downloaded X number of times before a new license must be purchased. After the book is downloaded X number of times, the library has to purchase a new license if they want to continue loaning out the book.
Imagine you have a metro area with ten library systems, and for a given book there is demand for 1000 downloads between the ten library systems. 1000 downloads are still purchased, whether the ten library systems each buy their own licenses, or whether there is a consortium of the ten libraries pooling their resources.
