To allow multiple use of images (example chapter headers, scene breaks) , placing images is a 2 part process in 5.x
Because of a 5.1 bug,
use the File menu to add a image to the Book Browser
Once the Image is available, you place the image (1 or more times) by using the Image icon and selecting which available image to use.
