Skulduggery Pleasant is my absolute favourite series right now (and I'm, um, a bit older), but I should say that while it's classified as aimed at the 9+ age group, the second trilogy gets rather gory at times - something that many preteens will love but others might find a bit much.
No sex, though, but as the main character grows older, there's some romance (no more than kissing mentioned) in the later books.
But it's a wonderful series and well worth a read!
I'll also second Percy Jackson and for something that is very "clean" in every possible way (no graphic violence, no swearing, not romance-focused) and had a very "wholesome" feeling about it (in the best way possible, with a clear "good message" but not preachy or patronising), Jeanne DuPrau's dystopian Ember series (starting with City of Ember).
