You misunderstand, Amazon uses Whispernet to deliver books and documents to your Kindle, whether the Kindle has 3G or not. Amazon delivers the books you buy from them for free, but charges for delivery of personal documents (anything you email to your Kindle).

Personal documents service fees will only be charged for documents that are successfully delivered to your Kindle device via Whispernet. If you don't want to be charged, then you need to use wifi and the @free.kindle.com address.
